What effect does Rain have?

When it rains, it pours. Prepare for a lot of "fluid exchange" because Spitters are extremely common during rain. The wetness also significantly decreases all fire damage so if you're buildings are still lower level and made of wood, you will benefit from it, but your Molotov's won't benefit so much!
