The maximum amount of Survivors you can have in your city is 8. But you have to make sure you have enough room for them. Build shacks for additional survivors should you not be able to house 8 survivors.
You can have more than one of the same character if you have different rarenesses of them. For example a common Duke and a Rare Duke.

Hi Kiron. I have a question. I realized that my max survivors from 8 become 7 after a while and I can’t seem to add the additional survivor back again. Is it a bug? Now I’m stuck with 7 throughout the days whereas my base are well equipped for the max 8.
